As per official D&D rules, monks gain increased movement speed, based on their level.

Cho is no ordinary monk. If there is a movement rule for Cho it would be specificly applicable only to him. *ahem* Cho gets a +20 to dex checks just by moving, also in the same round Cho has access to the spells "Dimension Door" and "Blink" up to 4 times per round. Moving out of combat does not cause Cho to suffer an attack of opportunity from any creature or character he was engaged with. Moving into combat Cho receives no negative modifiers but begins the combat round with "Spirit of the Hyper-Squirrel" and "Chuck Norris is My Alter-ego"*

You forgot the +42 divine modifiers to all his checks when he says a Choism.
And there's also the recursive rule that Cho gets a +20 dex modifier every time he gets a dex modifier.
Some folk even believe that Cho defeated Pun-Pun with his witty sayings, although this is probably false, since there is no reason why Tao would lead Cho into a battle with the legendary Kobold. Except if they fought for a hot dog.

Don't forget Cho gets a bonus when he attacks an enemy to inadvertantly his sit other enemies he is currently not only not engaged with, but is unaware are in the battle.
